jQuery UI dialog: clicking on the title bar (including close button) makes the whole dialog scroll up -

Every time I click on the jQuery UI dialog title bar, or close button, the entire dialog first scrolls to the top of any Also, without triggering UI events, I have to click the second time for the close event that triggered the screen.

This is my code:

 I have tried to remove all the properties but I still get the bug. I'm on jQuery UI 1.8.23, but the same bug is at 1.9
